U.S. Department of Housing and Urban Development

The Building Design and Performance Program began working with the U.S. Department of Housing and Urban Development (HUD) in the early 1990's as part of the DOE-HUD Initiative. Twenty-seven projects were carried out by multiple organizations with Initiative funding. The results of these projects are summarized in a Program Summary Report.

One primary area the program has worked on with HUD is in the area of performance contracting in public housing. As part of the DOE-HUD Initiative, we developed the Energy Performance Contracting for Public and Indian Housing Guide in 1992 and sponsored three training workshops on performance contracting for public housing authorities between 1992 and 1994. As a follow-on to this work, we sponsored a fourth training workshop in January 1996 for troubled housing authorities and worked directly with three authorities to establish Request for Proposals to solicit the services of an energy services company.

We continue to work in partnership with HUD and its public housing authorities on energy issues through the Rebuild America and Partnerships for Affordable Housing Programs.
